Open Letter: Stop George Soros From Importing Terrorism

Author’s Note: I felt impelled to write this letter for several reasons. First, as a former political science major, I loath lies and manipulations (by people with too much money and too little compassion) that cause our society to enact laws based upon fear and anger rather than good sense. Second, as an attorney, who believes lawsuits should not be brought unless all other avenues are exhausted, I nonetheless urge litigation in this case, where the conduct is so harmful and dare I say evil. Third, authorities in Ferguson, MO and Baltimore, MD should want to get at the whole truth about the riots that have occurred in their borders. Lastly, while most of us are not from these cities, we and our leaders would be wise to learn from their experience lest the same fate occur to us, so we need to understand the full story, too.

Dear Mayors Rawlings-Blake and Knowles, Governors Hogan and Nixon & Messrs. Attorneys General Frosh and Koster,

Firstly, I wish to extend my sympathies for the challenges and losses that each of your cities and entire states have faced recently. While fingers can be pointed (and certainly have been), it cannot be easy for your citizens to proverbially just “pick yourself up, brush yourself off and start all over again”. Affected businesses can certainly clean up, do repairs and renovations and start to function again. The police departments can certainly take stock of what has happened, learn from the experience, and see brighter tomorrows. And individual families will eventually move on with a lot of prayer and community support.

Hopefully the citizens of Ferguson and Baltimore, respectively, will both find ways to pull together… instead of further apart. And with any luck, other cities will learn from their experiences and find ways to escape the same fate in the future. But the fault does not only lay with you or your citizens; there are outside actors that have stimulated riots and enhanced them to be publicly consumed for purposes of nefarious, evil ends.

Surely, each of the incidents in your cities grew from seeds of discontent and ethnic tension, but they were not the first such incidents. These recent incidents were, however, the first to get such heavy media and governmental scrutiny. The tragedy in Columbine comes to mind as a well-covered event, but by no means the first of its kind. Unfortunately, there were many prior incidents of children making a poor choice of bringing a gun to school and killing themselves and others because they were sick or suffering or saw no better way.


So, your cities were not the first, nor likely the last (unfortunately) to be affected and afflicted with a tragic event. They appear, however, to be the first ones to get imported rioters as well as, what some have charged were, staged rioting scenes.

These factors coalesced to take what could have been local, tragic incidents, processed through courts and administrative hearings to (hopefully) just and moral conclusions – into wildfires of passion and national discussions of civil rights and civil liberties and seem calculated to put Blacks and Whites on opposite sides of this discussion.

The Reverend Martin Luther King, Jr. sought to expand our vision of the potential of human relationship to see beyond the color of skin. In the Late Summer of 1963, he inspired us with the words, “I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin, but by the content of their character.” See Reverend Martin Luther King, Jr., “I Have a Dream Speech”, August 28, 1963, https://www.mlkonline.net/dream.html & https://www.mlkonline.net/ dream.html#sthash.vKP7D3mb.dpuf. The incidents, in Baltimore and Ferguson, threaten to undo a lot of the good efforts of the Reverend King and others to improve our relations among different ethnicities. This despite the reality that our society is generally a heterogeneous one with people of different skin colors and cultures finding common ground, friendships and even very close or married relationships. “

Even those who suffer, from prejudice based upon learned behavior, may find that their prejudices no longer make sense. An old family friend, from the 1980’s, had had his mind poisoned by prejudice and could spout stereotypes of the time with facility, particularly about African-Americans and Hispanic-Americans. Yet his best friends were African-American and Hispanic American. He told us, when our eyebrows rose so high they might hit the ceiling, that each was one of the good ones.

So, there is hope for all of us and one hopes that the American people should not be forced into centuries-old molds of ethnic bigotry.

Now, back to the outside force that has influenced your cities. He is a man who is well-known for his business dealings, his riches, and his philanthropy. He is also known for favoring globalist and so-called New World Order policies. His name is George Soros.

So, who is George Soros? Ann Hardy of American Uncensored News Network calls him a “…Democrat kingpin billionaire…[,] convicted insider trader who has built a [sic] international business empire in while forging a political machine powered by nonprofit foundations that impacts American politics and policy, not unlike what he did with MoveOn.org.” .” See Ann Hardy, “Tax Records Show Currency Manipulator George Soros’ Open Society Groups Funding Ferguson Riots”, January 15, 2015, https://aun-tv.com/2015/01/tax-records-show-currency-manipulator-george-soros-open-society-groups-funding-ferguson-riots/

His philanthropy was extended to Baltimore and other cities back in 2006 regarding money for drug addiction treatment programs, as indicated by the article, “George Soros Pledges to Give $10 Million to Cities to Build Comprehensive Public Drug-Addiction Treatment Systems”. The article indicates that cities, with more than 250,000 people would be eligible to receive part of this money.

Overall, Mr. Soros has contributed a large amount of money to Baltimore. I also understand that his Open Society Foundation has been operating an office in Baltimore for about seventeen (17) years. It appears that they have done some good work in the community.  Being there means that they were ground zero so to speak for what happened with Freddie Gray.  They issued the following statement at www.audaciousideas.org:

The Board and staff of Open Society Institute-Baltimore are deeply affected by the events in Baltimore over the last several days. We join with millions of individuals in Baltimore and beyond in extending our deepest condolences to the family of Freddie Gray, and we, too, are angry that the life of another young black male was cut short while in the custody of those who are sworn to protect and serve. While we are saddened by the recent destruction, we choose not to lose sight of the issues that precipitated these events or the solutions that are needed to bring about healing, peace and justice in Baltimore.

Open Society Foundations has been resolute in its support of those advocating for police accountability and policing reforms, most recently in Ferguson following the killing of Michael Brown and in New York following the killing of Eric Garner. OSI-Baltimore now stands with the Gray family and those organizing peaceful and purposeful protests to demand the truth, hold officials to account and leverage these moments to uplift Baltimore, get at the root causes, and prevent additional tragedies.

We do not know what the investigative reports will reveal. We do know that Mr. Gray, like tens of thousands of African Americans in Baltimore, belonged to a community reeling from Baltimore’s failed policing strategy, where young black men report being regularly and unfairly profiled and harassed by the police.

We also know that many of the youth destroying parts of our City are disconnected, disenfranchised and largely unseen until they act out negatively. We in no way condone this destructive behavior. Dr. King told us 50 years ago, however, that a riot is the language of the unheard, and right now these young people are speaking loudly and clearly. We applaud those responsible adults—neighborhood, faith, non-profit and political leaders—who are committing themselves to teach these youth a new language and help them convert their energy into a constructive force that answers not just to the events of the moment, but creates a movement that leads to lasting change. Few can fault this man for his philanthropy, but this does not mean that we need to excuse him, or give him a pass, for bad actions. Cliff Kincaid, of Accuracy in Media, told us, back in 2004, that:

Soros may be the biggest political fat cat of all time. Convicted in France of insider trading, Soros specializes in weakening or collapsing the currencies of entire nations for his own selfish interests. He is known as the man who broke the Bank of England. His power is such that his statements alone can cause currencies to go up or down. Other people suffer so he can get rich. But journalists don’t want to examine the questionable means by which he achieved his wealth… The media consistently ignore the fact that this so-called “philanthropist” has had several brushes with the law as he has laid siege to national economies and currencies…Soros signed a consent decree in United States District Court, in a Securities and Exchange Commission case involving stock manipulation, and was fined $75,000 by the Commodity Futures Trading Commission for holding positions ‘in excess of speculative limits.” Stories about Soros rarely, if ever, mention any of his legal problems.’” See Cliff Kincaid, “The Hidden Soros Agenda: Drugs, Money, the Media, and Political Power”, October 27, 2004, https://www.aim.org/special-report/the-hidden-soros-agenda-drugs-money-the-media-and-political-power/

His most recent bad action seems to be his choice to contribute more than $30 million to organizations that sent out-of-state rioters to Ferguson and Baltimore. It seems that these rioters contributed to an escalation of the riots in each of your states. Ms. Hardy further informs us that:

Mr. Soros spurred the Ferguson protest/riot movement through years of funding and mobilizing groups across the U.S., according to interviews with key players and financial records reviewed by The Washington Times.

In all, Mr. Soros gave at least $33 million in one year to support already-established groups that emboldened the grass-roots, on-the-ground activists in Ferguson, according to the most recent tax filings of his nonprofit Open Society Foundations. ” See Ann Hardy, “Tax Records Show Currency Manipulator George Soros’ Open Society Groups Funding Ferguson Riots”, January 15, 2015, https://aun-tv.com/2015/01/tax-records-show-currency-manipulator-george-soros-open-society-groups-funding-ferguson-riots/

This fact makes the above statements by Open Society Institute rather ironic. George Soros, as their own originator and benefactor, funds the incitement of riots while his organizations seek to stand in the proverbial light and right when stating that “OSI-Baltimore now stands with the Gray family and those organizing peaceful and purposeful protests to demand the truth, hold officials to account and leverage these moments to uplift Baltimore, get at the root causes, and prevent additional tragedies.

This point is brought further home by the following statement: “We also know that many of the youth destroying parts of our City are disconnected, disenfranchised and largely unseen until they act out negatively. We in no way condone this destructive behavior” To do some good, for a city like Baltimore, while doing a heap of wrong does not a net benefit make. This is a lesson that George Soros needs to learn. His experience should stand as a lesson to other rich individuals who would choose to act in this way to your citizens.

Some might state that things would have occurred the way they did whether or not George Soros and his money were involved. Yet, Ms. Hardy concludes by stating that, “[t]he financial tether from Mr. Soros to the activist groups gave rise to a combustible protest movement that transformed a one-day criminal event in Missouri into a 24-hour-a-day national cause celebre.” See Ann Hardy, “Tax Records Show Currency Manipulator George Soros’ Open Society Groups Funding Ferguson Riots”, January 15, 2015, https://aun-tv.com/2015/01/tax-records-show-currency-manipulator-george-soros-open-society-groups-funding-ferguson-riots/. In Ferguson, the rioting went on for several weeks.

What began in Ferguson continued in Baltimore, as some of the same actors and strategies in Ferguson were bussed to Baltimore. In both cities, similar damage was done:

There was looting and damage to businesses;

Police and other vehicles were reportedly damaged;

Some were physically injured during the riots;

The reputation of each city was damaged with consequent diminution of visitors or tourists to each city; and finally

There were or will likely be citizen and business flight out of each city, with a resultant loss of tax and other revenues.

In light of all of these concerns, we can level the blame and liability on the head of Mr. Soros.

In addition, George Soros is arguably to blame for other things. The parents and other members of the funeral for Freddie Gray came out of the funeral to riots despite calls for peace. Might Mr. Soros be to blame for the additional emotional distress, pain and suffering they had to suffer because of actions perpetrated by his rioters?

The size and nature of the riots of course drew more media attention and arguably further fueled the ethnic fires in your cities. Mr. Soros effectively threw proverbial fire on the flames. And since this happened in Ferguson and then in Baltimore, we do not have an isolated incident; we have a pattern of arguably criminal conduct.

Left unaddressed, this type of conduct is likely to repeat somewhere and sometime else.  So, your responsibility, morally at least, goes beyond your city’s borders. Can you, in good conscience, allow what befell your cities to occur elsewhere when drawing a line in the proverbial sand now could prevent a great deal of suffering.

It falls to you because neither money nor moral concerns seem likely to constrain this individual. Your capacity and right to bring legal actions, along with the pressure that can be brought to bear from public awareness and opinion, will be necessary in order to help George Soros to learn that this is not acceptable conduct…no matter how much power or money he happens to have.

Legally, I would suggest that just some of the possible non-frivolous and prima facie causes of action, that may be used against Mr. Soros, are as follow:

Incitement to riot;

Destruction of public property;

Destruction of private property;

Assault and battery (accessory before the fact);

Breaking and entering (accessory before the fact);

Assault with a deadly weapon (accessory before the fact);

Reckless Endangerment

Bribery;

Intentional Infliction of Emotional Distress and Mental Anguish; or even

Terrorism[1]

I would respectfully suggest that you could make prima facie and non-frivolous criminal and civil claims with regard any of the above causes of action on behalf of your citizens. I also call your attention to the Social Contract as an additional reason to pursue one or more of the above action against Mr. Soros.

As you know, the Social Contract is “1. the voluntary agreement among individuals by which, according to any of various theories, as of Hobbes, Locke, or Rousseau, organized society is brought into being and invested with the right to secure mutual protection and welfare or to regulate the relations among its members [or] 2. an agreement for mutual benefit between an individual or group and the government or community as a whole. In short, citizens have surrendered certain rights and taken on additional obligations in order to have a government. This has allowed each of you to become public servants and to do the jobs you perform each day. The other side of this arrangement makes it incumbent upon each of you to protect these citizens from lawlessness, chaos and insecurity – even if it comes from a person that has given a lot of money in philanthropic programs and may do so in the future.

To allow him to get away with this sends a public policy message to other similarly-situated and well-oiled people to hire an army and come into town and get whatever they want. Is that the kind of world, city, town, or neighborhood you want to permit.

To put it bluntly, you can either hold the line or let rule-by-the-highest-bidder become the de facto law of the land.

In summation, taking action against Mr. Soros and his agent organizations is the appropriate legal and ethical thing to do. It also serves to send a message to the world that, despite some of the bad press some officials have received, the cities and states are taking care of business and being fully proactive to prevent this kind of thing from every happening again.

I appreciate your indulgence and attention to my message and trust that you will follow your conscious and duty to the full extent so that Mr. Soros and others, who may follow him, will understand that they must conduct themselves in a lawful and respectful manner when dealing with Ferguson, MO and Baltimore, MD in the future.
