Russian Leader Implies Japan Earthquake was Triggered by Secret Weapon_Featured_, HAARP Saturday, September 17th, 2011
Four months ago on Russian TV, Vladimir Zhirinovsky, the controversial leader of Russia’s ultra-nationalist Liberal Democratic Party and the State Duma’s deputy speaker, went on a rant threatening to use new, secret weapons that can “destroy any part of the planet within 15 minutes.”  Zhirinovsky said that with these weapons there would be “no explosion, no ray burst. Not some kind of laser, not lightining. It’s a calm and quiet weapon instead with which whole continents will be put to sleep forever.” 
A recent Financial Times article titled Cameron’s missed Moscow gambit focused on a specific area of the Zhirinovsky interview relative to the Japanese earthquake and tsunami:
After reading the above, I reviewed the video of the interview (with English subtitles) to see specifically what Zhirinovsky had said about the Japanese tsunami and the Kuril Islands:

Zhirinovsky: “Russia with lots of money, resources, and new weapons, that no one knows about… not yet. With them WE WILL DESTROY any part of the planet within 15 minutes. Not an explosion, not a ray burst, not some kind of a laser, not a lightning. It’s a quiet weapon instead with which whole continents will be put to sleep forever. That’s all, for now.”
Reporter: “There was that tsunami in Japan, right?“
Zhirinovsky: “I say, if you want even the tiniest Kuril Island from us, you will have to dig in the wreckage and debris of their buildings. And, 120 million of you will all die! And, that goes for the rest of the world too. Everybody should start thinking about their future.”
Four islands, which Russia calls the Southern Kurils and Japan calls the Northern Territories, have been the subject of a dispute between the two nations since the end of World War II. The dispute arose due to ambiguities in Yalta agreement and subsequent disagreements about its meaning.
Zhirinovsky esentially threatened to kill the entire population of Japan (120 million) if they attempt to reclaim even the “tiniest Kuril Island.” Furthermore, by discussing the Kuril Islands in conjunction with the Japanese tsunami, he seems to be implying that Russia used their secret weapon to trigger the devastating Japan earthquake and tsunami on March 11, 2011.
In case you question whether the technology exists to cause earthquakes, here’s what Secretary of Defense William S. Cohen said on April 28, 1997 in his keynote address at the Conference on Terrorism, Weapons of Mass Destruction, and U.S. Strategy at the University of Georgia, in Athens, Georgia:
“Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves. So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations. It’s real, and that’s the reason why we have to intensify our efforts, and that’s why this is so important.” 
In 2001, Barry Farber interviewed Russian defector Col. Stanislav Lunev, which was captured in an audio recording titled CIA Files: Defector Reveals Russia’s Secret War Plans. Below is a fragment of the transcript:

B: New kinds of weapons seem to be coming out of Russia, here is a new one on me, maybe a lot of other people, what is a seismic weapon and was is the Russian government doing to produce them?
L: This is actually artificial earthquake, which could be generated by special devices, which increase natural seismic waves, which are under our (Earth’s) surface and explode like natural earthquake with all following circumstances. Its actually, this weapon development was in place for about more than 20 years and in the mid of 80s there have been several fields tests of this weapons and maybe you heard this Armenian city Spitak was totally destroyed.
B: Good lord, dont tell me that was a Soviet test?
L: It was an accidental explosion.
B: That was an artificialy induced earthquake?
L: It was accidental explosion of earthquake which was generated by the test of seismic weapons.
On December 7, 1988 a magnitude 6.9 earthquake occurred in the Spitak region of Armenia, then part of the Soviet Union. The earthquake killed at least 25,000 people.
Russia has had the technology to create earthquakes for over 20 years, and were working on it long before that.
Has Zhirinovsky made any other comments regarding Japan? Four days after the devastating earthquake and tsunami, Zhirinovsky suggested moving the Japanese people to Siberia, noting that: “We have plenty of space for the brains and hands of working Japanese.”
