CBS affiliates in Arizona are independently owned, not network O&Os (owned and operated).

It is highly unlikely that the level of premeditation and manipulation implicitly suggested by this article reaches all the way down to local affiliates. I have friends who work for local CBS affiliates, and am told this is just not how it works.

The more likely explanation is that the affiliate was simply testing the on-air graphic overlays for election night, and some operator just entered some wishful numbers for the test. It was probably not intended that the graphics would actually be broadcast, and this was probably the result of inadvertent user error.

Not saying the elections aren’t seriously manipulated and controlled, but I thought the affiliate deserved a Devil’s Advocate here.
